Add a tooltip over the button to toggle a category

How can I add a simple tooltip when I flew over the button to toggle a category (such as the older version)?

Oddly enough, we just removed Tooltips from the collapse in Xenbase 1.3 I think it was.

It requires a template edit to achieve it. What would you want it to say?
