Admin Center makes it easier to navigate areas of the ACP from the front-end of your site by providing quicker access to some key areas such as User Groups, Appearance, Options, etc.

You can also search templates and users from the menu. User Search uses auto complete for user names so you can quickly get the correct user you're searching for. You also have the ability to add custom links under the default links in the menu. The default links adhere to admin view permissions. If an admin doesn't have the permission to view styles, then they cannot see the Appearance icon/link, same goes for the other links as well. Secondary links (2nd row) do not use any permissions, so anything you add there can be seen by ALL admins, this may change in the future.

Update with some new functionality ;)




New
  • Server Error Alerts
  • Outdated Template Alerts
  • Option to disable Template and Server Error alerts
  • Style Property for Template and Server Error alerts
Fixed
  • Case where if Font Awesome was disabled it would disable the FA icons in the ACP (ACP icons should always be shown)
Changes
  • Minimized the need for multiple listener files
  • Files: PixelExit/AdminCenter/Listener/Links.php and PixelExit/AdminCenter/Listener/Permissions.php removed
You can safely delete the files above after upgrading, or you can leave them without harming anything.

How to enable them after the upgrade?
I cannot see them.
Not sure if he's shipping it out with the option enabled, but check the options:

Also it will only show if you actually have server errors or outdated templates

If you have 0 server errors and 0 outdated templates the red alert bubble/links will not show.

If you have 0 server errors and 1 outdated templates, an alert bubble will show and the outdated templates link.
