Solved Ticket Custom Addon Request

Hello,
We'd like to know how much the cost would be to produce a very basic 'Bump' Addon, with the following features:

1) Thread Starter can Bump their own thread only, no one else's. (option)
2) Thread starter can Bump said thread again only after a certain amount of time has passed. Up to 7 days at least.
3) Addon can be enabled/disabled for each forum.
