Force Private Controls to use menuIcon all the time?

I know this is likely just a matter of adjusting some CSS code. When the screen is reduced the private controls are forced into a menuIcon popup. Any idea what changes need to be made so that the menuIcon is displayed for the private controls all of the time?

Also, I'm planning on trying to move the private controls up into the userblock in the horizontal message layout, floating it to the right - similar to how FB has their post controls. Will it be fairly straightforward to cut and paste the private controls divs into the userblock template?

If I understand: Style Properties: [XB] Message Extras -> Responsive Private Controls Activation, set this to a large value, like 10000px, it'll always have the popup menu activated.
