How to change color border on top of discussion lists?

Most of the top border on boxes are blue but for some reason the discussion header borders stay black. Where can I adjust this? And where is the blue defined, anyway?

Attachments -- first one is the blue color which we like and want the discussion header to match in second attachment.

I'm referring to the headers for the discussion list, not the messages -- see the second attachment above. I dug into the code and found the CSS reference:

<dl class="sectionHeaders">

.discussionList .sectionHeaders
border-top: 5px solid rgb(52, 73, 94);

I can't find anywhere in the settings (including discussion options) to set this particular area where the top border color is set.
