Issues with DFP ad units showing in ad_header template

For some reason, I can't get my Doubleclick For Publishers ad units to show up in the ad_header template in ZIPPED. The units show up in other ad_ templates but for some reason this one doesn't work. I've tried increasing the header space with the logo height variable - no dice. Not sure what else I can do to remedy this.
Ideally, I'd like to have two 468x60 banners next to each other, centered above ALL content, logo, etc.
Any tips are greatly appreciated. Thanks in advance!

Do you by chance have the user panel enabled in that area?

Style Properties -> User Panel -> Enable User Panel

User Panel replaces the ad_template if I recall(on my phone or I'd double check) so you can't use the two together.
