How can I clean up how the login bar is here:

My guess is you have two things turned on that don't go together. The one on top is from "loginBar" and the one underneath is from "xbTopBar" two different CSS classes for two different settings.

Style Properties -> Login Bar -> Disable Regular Login Handle

I'd disable the default one.
