Make Header Navigation larger

How can I acheive making the Core (I guess it would be called Header Navigation?) as large/big as the Apex.

FYI: The Core is the green screenshot. Apex the black/blue.

I've tried a few things and it hasn't worked. Even allowed for cache time.

Style Properties -> Header and Navigation
You can set the height of the main nav + sub nav there.

Additionally:

Style Properties -> Header and Navigation -> Nav Tabs you can set a font size there.

I had already tried your first suggestion. Didn't seem to take. Will monitor more closely.

Haven't tried the second. Don't know exactly where to put font size.

Make sure you're editing the right style, those settings definitely effect the height of it:
