Fixed Small inconsitency

I have a notice running at the top of a site and see a small gap between the bottom of the notice and the main content, when you are logged in the notice doesn't show and neither does the gap.

Looks like a bug, we'll get it sorted.

Made an adjustment for the upcoming release, happens when classic + below nav options were selected.
