Tickets Implemented Start ticket for member or guest

    In some cases users indicate they need support without starting a ticket themselves. In such instances we create a ticket for them.
    In some instances the user is not a member yet. In Kayako we can simply enter the name and email and start a support ticket.

    This seems partly implemented in 1.4.0
    Its very nice that we can start a ticket for a member.
    Its doesn't seem possible to start a ticket for a guest.
